Home Buyers Survey: Which Level Do You Need?

Buying a property is one of the biggest financial decisions most people make, and a mortgage valuation alone doesn’t tell you about the condition of the building. A home buyers survey does, but there are three different levels, and choosing the right one matters.

RICS Home Survey Level 1 — Condition Report

A straightforward overview of the property’s condition using a simple traffic-light rating system. Best for new-build or nearly new properties, conventional properties in good condition, and buyers who want a low-cost check rather than detailed diagnosis.

RICS Home Survey Level 2 — HomeBuyer Report

The most commonly chosen survey. Goes further than a Level 1, identifying problems that may affect value, with practical advice on repairs and maintenance. Suited to conventional properties in reasonable condition, of standard construction, built in the last 100 years or so without major extensions or unusual construction.

RICS Home Survey Level 3 — Building Survey

The most comprehensive option, with detailed structural assessment. Recommended for older or period properties (Victorian, Georgian, or earlier), listed buildings or conservation areas, significantly extended or altered properties, unusual construction types, and buyers who want maximum detail before committing.

How to Choose the Right Level

Ask: how old is the property and what’s it built from? Has it been altered? What’s your risk tolerance? A Level 2 covers most needs for standard properties; a Level 3 is worth the extra cost for full structural detail and peace of mind.

Why Use a Local Chartered Surveyor

Property types vary hugely by area; Victorian terraces, former mill worker housing, 1930s semis, and modern estate developments all have their own common issues. A surveyor who regularly works across Preston and Lancashire will recognise construction types and local issues (such as historic mining in parts of Lancashire, or solid-wall Victorian terraces) far faster than a generic national service.
